Establishing an auxiliary wine permit; authorizing the Comptroller to issue one permit to a Class 4 limited winery for use at a single location off the licensed premises anywhere in the State; authorizing the holder of the permit to exercise the privileges with specified exceptions that are allowed at the premises for which the holder's Class 4 license is issued; requiring the applicant to submit a completed application form to the Comptroller and pay a $250 annual permit fee; etc.
