Requiring the Department of the Environment, on or before October 1, 2025, to develop outdoor lighting standards that consider the impact of outdoor lighting on energy consumption, the environment, and public health and safety; requiring the Department of the Environment to consult with the Maryland Department of Health, the Maryland Energy Administration, and the State Highway Administration in developing the standards; etc.
