Clarifying that an individual who is employed by a unit of State government or a political subdivision in the State and provides, under specified circumstances, specified essential services for the safety, care, and welfare of the people during a specified emergency is a covered employee for workers' compensation while traveling to and from the performance of specified essential services during the emergency; etc.
