SYNOPSIS

     Creates alternative option to earn barbering license through 1250 hours

of training at licensed shop.

An Actconcerning licensure requirements for barbers, and amending P.L.1984, c.205.

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

     1.    Section 21 of P.L.1984, c.205 (C.45:5B-21) is amended to read as follows:

     21.  An applicant seeking initial licensure as a barber shall:

     a.     (Deleted by amendment, P.L.2009, c.162)

     b.    (Deleted by amendment, P.L.2009, c.162)

     c.     (Deleted by amendment, P.L.2009, c.162)

     d.    Demonstrate successful completion of [a course of instruction in barbering consisting of]:

     (1)   A course of instruction in barbering consisting of:

   (a)  Instruction at a school of cosmetology and hairstyling licensed in this State, the curriculum for which shall be established by the board pursuant to regulation; [or]

     [(2)]  (b)  A program at a public school approved by the State Board of Education to offer a vocational program in cosmetology and hairstyling or barbering, or other cosmetology and hairstyling or barbering program approved by the State Board of Education; or

     [(3)]  (c) Instruction at a school of cosmetology and hairstyling or barbering licensed in another state or a foreign country which, in the opinion of the board, offers curricula which are substantially similar to [that] those offered at licensed schools within the State; [and] or

     (2)   1250 hours of training in barbering at a shop licensed by the board and under the supervision of a New Jersey-licensed barber with at least three years of experience; and 

     e.     Take and pass an examination conducted by the board, as provided by this act.

     2.    This act shall take effect immediately.

STATEMENT

     Current State law requires an individual to complete barbering instruction through a school licensed by the New Jersey State Board of Cosmetology and Hairstyling, a vocational program or other program approved by the New Jersey Department of Education, or a substantially similar school or program in another state or country before an individual can be licensed as a barber. This bill creates an

alternative option to obtain a barbering license by allowing an individual to complete 1250 hours of training in barbering at a board-licensed shop and under the supervision of a board-licensed barber with at least three years of experience.

     Current law also requires passage of a barbering examination to qualify for licensure. This bill retains that requirement, regardless of whether the individual is instructed through a school or program or completes 1250 hours of training in a licensed shop.
