87R8551 JRJ-D     By: Morales of Maverick H.B. No. 3431       A BILL TO BE ENTITLED   AN ACT   relating to the annexation of Reeves County to the Odessa College   District; expanding tax authority.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subchapter A, Chapter 130, Education Code, is   amended by adding Section 130.0045 to read as follows:          Sec. 130.0045.  EXPANSION OF ODESSA COLLEGE DISTRICT. (a)   The governing board of the Odessa College District shall annex the   territory of Reeves County to the Odessa College District.          (b)  The annexation order shall define by legal boundary   description the territory of the expanded junior college district   and shall be recorded in the minutes of the governing board. The   annexation takes effect on the next January 1 after the date the   order is adopted.          (c)  The Odessa College District may levy taxes at the rate   established in accordance with law for the district as expanded as   authorized by Section 3-b, Article VII, Texas Constitution, and is   not required to conduct an election for the purpose of imposing the   district's taxes in the added territory.          SECTION 2.  This Act takes effect immediately if it receives   a vote of two-thirds of all the members elected to each house, as   provided by Section 39, Article III, Texas Constitution.  If this   Act does not receive the vote necessary for immediate effect, this   Act takes effect September 1, 2021.
