A BILL FOR AN ACT

 

 

RELATING TO INFORMATION TECHNOLOGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The legislature finds that developing a uniform financial database for use by all state agencies would improve government accountability and transparency, leverage existing information technology systems, consolidate data from multiple existing systems into a single system of record, and normalize disparate account coding practices used by different state agencies.  Aside from implementation of the department of human services kauhale on-line eligibility assistance (KOLEA) database and the department of taxation's tax system modernization program, no substantive progress has been made towards consolidated reporting of any kind at the statewide level.

     The legislature finds that the department of accounting and general services and the department of budget and finance together need to implement a state-of-the-art consolidated uniform financial reporting system for the entire executive branch.  The uniform system needs to be able to provide timely information to the legislature at various summary levels, and at a detail level to the lowest available tracked organizational code.  Such a system should be comparable to enterprise reporting programs and business analytics tools used in the private sector.

     The legislature further finds that a uniform financial database system should capture and report data including project budgets, appropriations, scheduling, contractor documentation, contract changes, and payment transactions.  This system could be a major boon to all agencies in the improved management of available funds by reducing the need to rely on estimates and approximations.

     SECTION 2.  The department of accounting and general services and the department of budget and finance shall:

     (1)  In consultation with the office of enterprise and technology services, develop and implement a uniform financial database for use by leveraging features from existing or new state-of-the-art systems;

     (2)  Ensure that all executive branch departments participate at the appropriate phases of the development and implementation of the system; and

     (3)  Submit an annual report to the legislature regarding development and implementation of a uniform financial database.  The report shall include but not be limited to an implementation schedule, status of the initiative, amount and allocation of appropriated funds, sufficiency of resource commitments, and organizational problems and solutions.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021.

     SECTION 4.  The sum appropriated shall be expended by the department of accounting and general services and the department of budget and finance for the development and implementation of a uniform financial database as described in section 2 of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2020.
