     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1167.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1167. An administrator of a public school shall permit a

 

youth membership organization described as a patriotic organization

 

in 36 USC 20101 to 240112 to speak to pupils and distribute a flyer

 

about how the youth membership organization furthers a pupil's

 

educational interests and civic involvement to better their school,

 

community, and the pupil, for no more than 10 minutes during the

 

school year. The administrator shall grant permission under this

 

section if the youth membership organization meets both of the

 

following:

 

     (a) Demonstrates that the organization has an educational

 


purpose that aligns with applicable curriculum standards and

 

promotes civic involvement, as determined by the administrator.

 

     (b) Submits a written request to the administrator of the

 

public school, in a form and manner prescribed by the department.

 

     Enacting section 1. This amendatory act takes effect 90 days

 

after the date it is enacted into law.
