SENATE RESOLUTION

 

 

requesting the law enforcement standards board to conduct a study evaluating the potential of consolidating law enforcement activities and responsibilities of the Department of public safety, department of land and natural resources, and department of transportation into A single state department.

 

 


     WHEREAS, state law enforcement personnel and functions are currently spread across various departments and also county agencies.  This leads to many discrepancies in the administration, operation, and management of law enforcement services in the State; and

 

     WHEREAS, under existing law, the Department of Public Safety, Department of Land and Natural Resources, and Department of Transportation all have independent law officers and different law enforcement duties; and

 

     WHEREAS, because each department administers its own law enforcement duties, law enforcement and training standards tend to lack uniformity and differ between each department; and

 

     WHEREAS, a single state entity that is responsible for the administration and management of law enforcement services throughout the State would promote uniform standards for all law enforcement services and officers in the State; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Law Enforcement Standards Board is requested to conduct a study evaluating the potential of consolidating law enforcement activities and responsibilities of the Department of Public Safety, Department of Land and Natural Resources, and Department of Transportation into a single state department; and

 

     BE IT FURTHER RESOLVED that in conducting its study, the Law Enforcement Standards Board is requested to examine the potential of having a centralized certification process for all law enforcement in the State; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Director of Public Safety, Chairperson of the Board of Land and Natural Resources, and Director of Transportation.
