HOUSE RESOLUTION

 

 

requesting the Department of Transportation and each county to develop community crosswalk pilot programs to design and implement specially painted crosswalks.

 

 

 


     WHEREAS, according to the Governors Highway Safety Association, pedestrian deaths in the United States increased by thirty-five percent between 2008 and 2017; and

 

     WHEREAS, the number of pedestrian deaths in the United States continues to increase, with 2019 experiencing the most pedestrian deaths in the United States since 1990; and

 

     WHEREAS, according to the Centers for Disease Control and Prevention, an estimated 142,386 pedestrians were treated by emergency departments in 2017 for non-fatal, traffic-related injuries in the United States; and

 

     WHEREAS, community crosswalks are specially painted crosswalks that promote pedestrian safety and feature designs that celebrate history and culture of the surrounding area; and

 

     WHEREAS, in addition to creating a sense of community pride and unity, these community crosswalks effectively attract the attention of drivers and alert the drivers to the presence of pedestrians; and

 

     WHEREAS, many cities across the United States, including Seattle, Washington; Medford, Massachusetts; and San Francisco, California, have implemented community crosswalks to reduce pedestrian fatalities and injuries; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Department of Transportation and each county are requested to develop community crosswalk pilot programs to design and implement specially painted crosswalks to promote pedestrian safety and feature designs that celebrate history and culture of the area surrounding the crosswalk; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, Mayor of each county, and Chair of each county council.
