SENATE BILL No. 1177

A bill to amend 1897 PA 8, entitled
"An act to provide permanent headquarters in the capitol building
as the Michigan veterans' headquarters, to designate the purpose
for which the same shall be used, and to provide for an annual
report by the commander,"
by amending the title and sections 1 and 2 (MCL 35.231 and 35.232).
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
TITLE
An act to provide permanent headquarters recognition in the
capitol building as State Capitol Building for the contributions of
Michigan veterans' headquarters, to designate the purpose for which
the same shall be used, and to provide for an annual report by the
commander.veterans.
Sec. 1. (1) The board of state auditors Michigan State Capitol
Commission shall set apart a suitable furnished room in the capitol
at Lansing, as the Michigan veterans' headquarters to be located in
the present headquarters room of the Grand Army of the Republic,
department of Michigan. Said room shall be given like care and
attention as is given to other office rooms in the capitol. The
room shall be under the charge of a custodian, who shall be a
veteran of World War I or World War II, appointed by the governor,
on the recommendation of the several veterans organizations
composed of veterans of World War I or World War II, or both, and
said room shall be used for the purpose of storing supplies and
property, arranging and keeping the records and history of veterans
of World War I or World War II, and conducting the general office
business. The records shall be accessible under suitable rules and
regulations established by the custodian, to persons engaged in
collecting historical information. There shall be placed by the
superintendent of the capitol either within or in the vicinity of
the veterans' headquarters a provide, within the State Capitol
Building, recognition for the contributions of veterans to this
state.
(2) The Michigan State Capitol Commission shall display within
the State Capitol Building 1 or more suitable plaque plaques
commemorating the room in the name of the Grand Army of the
Republic, to which shall be attached the pictures of all the past
commanders of the Grand Army of the Republic, the charter of the
Grand Army of the Republic, and the picture of R. A. Alger.and
services of Michigan residents in the Armed Forces of the United
States of America and the Michigan National Guard.
(3) As used in this section:
(a) "Michigan State Capitol Commission" means the Michigan
State Capitol Commission established in section 5 of the Michigan
state capitol historic site act, 2013 PA 240, MCL 4.1945.
(b) "Veteran" means that term as defined in section 1 of 1965
PA 190, MCL 35.61.
Sec. 2. The custodian of the Michigan veterans' headquarters
shall receive such compensation as shall be appropriated by the
legislature, and he is hereby authorized to incur such expense as
shall be necessary, within the appropriation made therefor by the
legislature. Annually on or before the first day of July of each
year, the custodian shall make a report to the governor of the
activities of the Michigan veterans' headquarters during the
preceding year.
All the Any records, files, and or documents of the former
department of the Michigan Grand Army of the Republic shall be that
have been turned over to the Michigan historical commission, on
the effective date of this act, and created in section 3 of the
Michigan historical commission act, 2016 PA 469, MCL 399.833, shall
be preserved by the Michigan historical commission.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
