A BILL FOR AN ACT

 

 

relating to public employment.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that some state positions have remained vacant for decades.  By eliminating those vacant state positions, the State can forecast an accurate budget with less wasteful spending.  The purpose of this Act is to require that each fiscal year all departments, agencies, and other instrumentalities of the State identify positions that have been vacant for five or more years and eliminate those positions from their budget request for the next fiscal year.

     SECTION 2.  (a)  Beginning with the 2019-2020 fiscal year and each fiscal year thereafter, all departments, agencies, and other instrumentalities of the State shall identify positions within their jurisdictions that have been vacant for five or more years and shall eliminate those positions from their budget request for the next fiscal year.

     (b)  Any unencumbered funds previously allocated for the positions eliminated by this Act shall be deposited to the credit of the general fund.

     SECTION 3.  This Act shall take effect on July 1, 2019.
