89R11974 EAS-D     By: LaHood H.B. No. 3246       A BILL TO BE ENTITLED   AN ACT   relating to a resilience training program for first responders and   active duty military personnel.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subtitle B, Title 2, Health and Safety Code, is   amended by adding Chapter 56 to read as follows:   CHAPTER 56. RESILIENCE TRAINING PROGRAM FOR FIRST RESPONDERS AND   ACTIVE DUTY MILITARY PERSONNEL          Sec. 56.001.  DEFINITIONS. In this chapter:                (1)  "Active duty military personnel" means an active   duty member of the armed forces of the United States, a reserve   component of the armed forces of the United States, or the Texas   National Guard.                (2)  "First responder" has the meaning assigned by   Section 421.095, Government Code.          Sec. 56.002.  RESILIENCE TRAINING PROGRAM. (a) The   commission, the Department of Public Safety, and the Texas Military   Department shall jointly develop and implement a cognitive health   resilience training program to assist first responders and active   duty military personnel in effectively transitioning from service   in this state to daily life.          (b)  The commission, the Department of Public Safety, and the   Texas Military Department shall ensure the training program is made   available to first responders and active duty military personnel in   person and electronically on the commission's Internet website.          SECTION 2.  As soon as practicable after the effective date   of this Act, the Health and Human Services Commission, the   Department of Public Safety, and the Texas Military Department   shall jointly develop and implement the resilience training program   required by Chapter 56, Health and Safety Code, as added by this   Act.          SECTION 3.  This Act takes effect September 1, 2025.
