A bill to amend 1939 PA 280, entitled

"The social welfare act,"

(MCL 400.1 to 400.119b) by adding section 72.

the people of the state of michigan enact:

Sec. 72. (1) The department shall establish and administer a disaster relief program for undocumented individuals relating to a state of emergency declared regarding the COVID-19 virus.

(2) To be eligible for the disaster relief program created in subsection (1), an undocumented individual must provide documentation of the following:

(a) He or she is an undocumented individual 18 years or older.

(b) He or she is ineligible to receive assistance from funds provided by the coronavirus aid, relief, and economic security act, Public Law 116-136, other federal assistance related to the COVID-19 virus, or other pandemic unemployment benefits due to his or her undocumented status.

(c) He or she has experienced a hardship due to the COVID-19 virus.

(3) The department may contract with a third-party organization that provides services to immigrants to help undocumented individuals apply for assistance under the program established in subsection (1).

(4) An undocumented individual who qualifies for the program described in subsection (1) may receive a 1-time payment of $500.00 per individual, but no more than $1,000.00 per household.
